Every JROTC unit is administrated by its own cadet staff.  This staff is supervised and facilitated  by the Army Instructors who ensure that the staff members fulfill their responsibilities, and who act as mentors and role models.  The cadet staff is composed of six primary positions along with assistant and junior personnel.  Staff is primarily composed of Junior and Seniors who have shown outstanding leadership, organizational, and technical skills.  The staff is responsible for the running of the Battalion on a day-to-day basis.  Orders and directives pass through the staff to subordinates and other cadets through the Chain of Command.  The Chain of Command is the path through which orders are given and received.
